Sec. 4-63. Cruel treatment and manner of keeping.

(d) Chaining or tethering an animal to a stationary object for a period of time exceeding three (3) hours within a 24-hour period, or under conditions that an animal control officer deems harmful or potentially harmful to the animal is unlawful.
