Sec. 8-57. – Animal care.
No person owning or responsible for confining or impounding any animal may fail to provide the animal with proper shelter as prescribed in this section. With regard to animals maintained or confined within the corporate limits of the city, the following standards shall apply:
(3) Space standards. Minimum space requirements for both indoor and outdoor enclosures for animals other than dogs shall include:
Dog tethering restrictions.
Extreme weather. No dog shall be tethered outside in the case of extreme weather, weather advisory, or when a dangerous storm is approaching. No dog shall be tethered outside when temperatures reach above 85° [Fahrenheit] and below 35° Fahrenheit.

Nighttime tethering restrictions. No dog shall be tethered outside between the hours of 10:00 p.m. and 6:00 a.m.
On-off daytime tether ratio 4:1. No dog will be tethered for more than four consecutive hours without being provided a minimum of one hour off-tether for exercise and socialization.
