During one such operation, Cpt. Dusty Mascaro from the department’s search and rescue team found himself face-to-face with a dog in desperate need of help—a Bernese Mountain dog stranded in rising floodwaters.

Without hesitation, Cpt. Mascaro sprang into action, wading through the water to reach the frightened animal. Cradling the dog in his arms, he carried him to safety. Once inside the rescue vehicle, the exhausted dog locked eyes with his rescuer—a moment that spoke volumes.

“This dog’s eyes say it all,” Hillsborough County Fire Rescue shared on their Facebook page, describing the moment as one filled with “pure gratitude and love.” A photo of the dog gazing at Mascaro quickly went viral, touching the hearts of thousands.

Viewers online couldn’t help but comment on the profound connection between the dog and his rescuer. “Look at that dog’s eyes—he knows he was saved,” one person wrote. Another chimed in, “This picture should be framed—proof of what gratitude really looks like.”

Some commenters even suggested that Cpt. Mascaro should adopt the dog, though it remains uncertain whether the animal had a home before the storm.

This rescue was just one of many performed by the department. On October 11, Hillsborough County Fire Rescue reported that they had saved 104 animals in the aftermath of Hurricane Milton, ensuring that no life—whether human or animal—was left behind. “We are honored to serve and protect all members of our community, no matter how big or small,” the department shared.
