§ 92.13. Tethering of animals is restricted

No person shall at any time, tether any animals or cause such animal to be fastened, chained, or tied while such animal is on property owned or leased by the owner except that a animal may be tethered to allow for the cleaning of the animal’s enclosure or while the animal is under the supervision of the owner.  In addition to being a misdemeanor, a violation of this section is subject to a civil penalty pursuant to section 92.12.
